Situation
This case belongs to a category ARGA encounters regularly: a person who spent many years working inside the law-enforcement system becomes, after a shift in the balance of power within that same system, the subject of criminal proceedings themselves.
Maksat Duysenov left Kazakhstan and sought international protection in Germany. The Kazakh side submitted a request for his extradition and secured his placement on the international wanted list. His detention in Germany moved the case from the asylum track into extradition proceedings with strict procedural deadlines.

Analytical materials and supporting arguments were prepared for the German authorities reviewing the protection claim: the context of the prosecution, the position of former officials, and the risks of return.

A legal position was built setting out the procedural violations in the case and arguing on the basis of the non-refoulement principle as applicable to extradition proceedings.

Coordination with human-rights organisations and relevant international bodies, so that the case would be considered in its actual context rather than as a routine extradition request.

Procedural steps before the German court were carried out by independent licensed representatives working from the legal position prepared by ARGA.
Result
Germany refused the extradition. The decision is final and not subject to appeal. The extradition arrest was lifted, Maksat Duysenov was released, and he continues the procedure for obtaining protection in Germany.
